This is actually easier than it looks. If you're not familiar with how it works, here's the steps:

1) Stitch out the whole design in the hoop. Make sure to use a bobbin thread that is not the same color as your top threads. The fringe part will stitch out like a very wide satin stitch.

2) When the design is done stitching, take your hoop off the machine and flip it over. You will see the bobbin threads in the center of the long satin stitches. Cut just the bobbin threads in the area where the fringe would be.

3) Turn your hoop back over to view the top threads and using your fingers or a non-cutting tool, pull the satin stitches up from the fabric. If you clip a few of the top threads by mistake, you will see that they are not looped like the others...it's ok as long as you didn't clip a lot of them. Just trim those pieces to the length of the rest of the loops or cut them off completely.
